What is an Item Upgrader in Pokemon Go?

The amount of extras you can get by upgrading is contingent on the amount of upgrades completed. Each upgrade will increase the extras by three points maximum. Each upgrade will also boost the stats in the main menu by +1.
Some upgrades also provide additional random boosts in addition to stat boosts. These secondary boosts can be very valuable and must be considered when deciding which items to upgrade. Certain boosts can only be used in certain builds (such the Whistan's Shield in FB Sorcs) While others are beneficial to collectors.
Some items have an inherent boo that is less beneficial when upgraded, such as the Goldwrap which provides extra potion slots. These are often upgraded to add more value to a nearly perfect item.
Costs
There are some costs related to upgrades of items. The first is the upgrade itself. It can be costly and is contingent on the new value of the item and the number of perks it gets. It can also be expensive to upgrade an item to a higher tier (such as Explorer > Champion or Veteran > Heroic).
The second is the cost of materials needed for an upgrade. These items are usually Power Dices (dropped from monsters 21+), Minerals and Erons, or specific Mists Of Pandaria or Warlords of Draenor Quests. The amount of these materials needed can be found in the inventory of an upgrade vendor.
Upgrades to an item are a complex process that requires time. Depending on the size of the upgrade, it could take as long as 8 hours. The upgraded item's base stats are calculated based on the item's new ilvl, perks, and other properties. This calculation determines new Armor Class bonuses, damage dice, and other important stats. In some instances an upgrade may grant additional perks. These perks are available on a list.

In rare instances, the upgrade will only replace the highest-costing bonuses. The upgrader may also make other modifications to the item, like changing the type of damage it deals to its weapon or eliminating an operational or unwieldy option. These changes are based on an item's ilvl and may require special materials, such as the adamantine.
Success Rate
Upgrades to items are based on an opportunity, and like any random system, there is an opportunity that the upgrade won't succeed. There are a few ways to increase the chances of success. This includes using an item called an Upgrade Pity, or the addition of additional items to the upgrade.
The Upgrade Pity can be purchased through the NPC for the smithing process in Lost Ark. It increases the odds of a successful upgrade by some percentage. It is similar to the luck bonus that some items have but is more stable. This can be added to any weapon or armor and can be used three times.
It is also possible to add a number of additional items to the upgrade, which increases the chance of success. These materials are displayed in a window above the + button. There are however limitations to this, and the largest amount of material that can be added is displayed directly above the + button in the UI.
Another way to increase the chance of a successful upgrade is by using the item known as Blacksmith Blessing or an upgraded version of it. This item is useful if you have a weapon or piece of gear that has reached the highest level for its tier, or is close to it. This item allows you to upgrade the equipment to the next level without the risk of it breaking.

This percentage is determined by the level of upgrade for the item and the type you have selected.
You can also choose an item that is protected by a safeguard your product in the event of failure. The cost of this protection will vary, but it will always be lower than the cost of a new item. The protection can only be used one time per upgrade and will not expire until it is used again.
The interface for the item upgrader is somewhat difficult, but it's not impossible to navigate. The main menu is displayed on the left and the upgrade window appears on the right.
